NOPD Arrests 4 Suspects; Seizes Crack and Heroin in Surveillance Operation in St. Roch
(February 1, 2012) Members of the NOPD’s Violent Crime Task Force Unit conducted a surveillance operation in St. Roch, identified a hot spot for drug deals, arrested 4 suspects and seized a large amount of crack cocaine and heroin.
Officers identified the area of North Roman and Mandeville Streets as an illegal narcotics area, and started a surveillance operation there to zero-in on the problem. Some of the incidents they uncovered in the neighborhood gave them cause to secure a search warrant for a residence in the 2100-block of Mandeville.
Officers witnessed a drug transaction at that residence on January 30th, and arrested 27-year-old Samuel Harris, 31-year-old Tiara Magee and 39-year-old Terry Monroe. All were booked with Possession with the Intent to Distribute Crack Cocaine. A fourth suspect, 35-year-old Landell Jackson, was arrested and booked with Possession of Heroin.
Also at the location, detectives seized 88.29 grams of crack cocaine, .10 grams of heroin and $7,680 in cash.
“This was a textbook example of great police work. Some of our new crime data coupled with tips from the St. Roch community pointed us to a troublesome area, and our officers got right on it”, said Superintendent Ronal Serpas. “The surveillance operation was extremely well executed, and our officers are now smarter about that area, and its residents are safer.”

Any person who, after the commission of a felony, shall harbor, conceal, or aid the offender, knowing or having reasonable ground to believe that he has committed the felony, and with the intent that he may avoid or escape from arrest, trial, conviction, or punishment shall be charged with R.S. 14:25; Relative to Accessories After the Fact.
An accessory after the fact may be tried and punished, notwithstanding the fact that the principal felon may not have been arrested, tried, convicted, or amenable to justice.
Whoever becomes an accessory after the fact shall be fined not more than five hundred dollars, or imprisoned, with or without hard labor, for not more than five years, or both; provided that in no case shall his punishment be greater than one-half of the maximum provided by law for a principal offender.
