On Tuesday, July 6, 2010, Detectives conducted follow up investigation
into the Attempted Murder that occurred on Sunday, June 27, 2010, at
1630 Canal. The suspect, Jose Hernandez, W/M, 7-17-84, has been
positively identified and arrested. Additional information on this
arrest and/or any subsequent prosecution can be obtained via the
Docket Master at www.opcso.org.

Armed Robbery, 700 block of Iberville

On Friday, July 2, 2010, at 1:30am, the victim, 32 y/o W/F, was
walking in the 700 block of Iberville when she was approached by an
unknown black male. The suspect showed the victim a pistol and
demanded the victim’s purse. The victim refused and attempted to walk
away. The suspect followed the victim and grabbed the purse from her
shoulder. The victim and her brother followed the suspect, who handed
the purse to another black male and then fled on foot in an unknown
direction. The second black male gave the purse back to the victim.
This incident was not reported until twelve hours later.

The suspect is described as a black male, 20-25 y/o, 5’5”, 145lbs,
dark complexion, dreadlocks pulled in a ponytail, wearing an oversized
white t-shirt and baggy blue jeans.

Aggravated Battery, 934 Canal

On Sunday, July 4, 2010, at 11:05pm, the victim, 31 y/o B/F, was
inside of the McDonald’s at 934 Canal when she became involved in a
verbal altercation with an unknown black female. The altercation
turned physical and several of the suspect’s friends joined the
fight. During the altercation the victim received a laceration to the
abdomen and the head.

Responding Officers apprehended two suspects, Dajene Jefferson, B/F,
9-25-92 and Kenisha McNeal, B/F, 12-9-92. Additional information on
this arrest and/or any subsequent prosecution can be obtained via the

Aggravated Battery (Shooting), 1000 Canal

On Monday, July 5, 2010, at 1:10am, the victim, B/M, was in the 1000
block of Canal when he heard several gunshots and realized he had been
shot in the ankle.

Responding Officers apprehended the suspect, who is a juvenile. A
firearm was recovered in the investigation.

Attempted Armed Robbery, 500 block of St Louis: Armed Robbery (Implied Weapon), Burgundy & Conti: Attempted Simple Robbery, 1000 block of Toulouse

On Friday, July 2, 2010, at 2:30am, the victim, 27 y/o W/M, was
walking in the 500 block of St Louis when he was approached by an
unknown black male. The suspect produced a pistol and demanded
money. The victim answered that he didn’t have any money and
attempted to flee. The suspect fired once, striking the victim. The
suspect fled in an unknown direction. The victim was treated at a
local hospital.

On Friday, July 2, 2010, at 5:50am, the victim, 23y/o W/F, was walking
near Burgundy and Conti when she was approached by an unknown black
male. The suspect implied that he had a weapon and demanded money.
The victim complied and the suspect then fled on foot.

On Friday, July 2, 2010, at 5:55am, the victim, 44 y/o W/F, was
walking in the 1000 block of Toulouse when she was approached by an
unknown black male. The suspect struck the victim and attempted to
pull the purse from her grasp. The victim resisted and the suspect
fled on foot.

Responding Officers apprehended the suspect, Darren Cole, B/M,
12-18-84. The suspect was positively identified in all three
incidents. Additional information on this arrest and/or any subsequent

Simple Robbery, 800 block of Gov Nicholls

On Saturday, June 26, 2010, at 10:00pm, the victim, 40 y/o W/M, was
walking in the 800 block of Gov Nicholls when he was approached by an
unknown black male on a bicycle. The suspect pushed the victim to the
ground and removed the victim’s wallet from his pocket. The suspect
then fled in an unknown direction. This incident was not reported
until Monday, June 28.

The victim was unable to give a description of the suspect at the time
of the initial interview and will be reinterviewed at a later date.

Attempted Murder, 1630 Canal

On Sunday, June 27, 2010, at 2:47pm, the victim, 28 y/o H/F, was
brought into a local emergency room suffering from multiple gunshot
wounds. The location of occurrence was later learned to be 1630
Canal. The victim is in critical condition and has not yet made a
statement to police.

Suspect Wanted For the Murder of a Gretna Police Officer

New Orleans, LA –The New Orleans Police Department is requesting the
public’s assistance in locating and identifying the suspects wanted in
connection with the murder of a 28-year-old Gretna Police Officer.
The offense occurred early this morning, at approximately 4:00 A.M.,
in the 400 block of Bourbon Street.

According to investigators, Eighth District officers responded to a
call of a fight and upon their arrival, found the victim lying on the
ground motionless. Emergency medical technicians arrived on the scene
and transported the victim to a local hospital where he later died.

During the course of the on-going investigation, Detectives learned
that the victim (an off duty Police Officer) was accompanied by
friends in the 400 block of Bourbon Street, when a verbal altercation
escalated to a physical battery with a group of unknown males. The
victim was struck by an unknown male which caused him to collapse at
the scene. The subjects then fled the scene. The Orleans Parish
Coroner will conduct an autopsy to determine the exact cause of death.

Citizens with information that can help solve this crime are asked to

could receive a cash reward of up to $5,000 for information leading to
the arrest and indictment of the responsible person(s). You do not

On Tuesday, June 22, 2010, at 12:00pm, the victim, 28 y/o W/F, was
walking in the 1200 block of Bourbon when she was approached by an
unknown black male on a bicycle. The suspect put his hand in his
pocket and implied that he had a gun and demanded money. The victim
complied and the suspect then fled on the bicycle. The victim waited
several hours before reporting the incident.

The suspect is described as a black male, 20’s, medium build, chin
length dreads, wearing a red shirt and dark blue jeans.

On Sunday, June 20, 2010, at 5:00am, the victim, 22 y/o W/M, was
walking in the 500 block of Burgundy when he was approached by several
unknown black males. The suspects struck the victim, knocking him to
the ground. The suspects then took the victim’s wallet from his
pocket and fled on foot on Burgundy toward Canal, then unknown.

The suspects are described as (1) a black male, 18-20, 5’08”, 140lbs,
thin build, wearing a black shirt and blue jeans, the other suspects
were only described as black males.

Aggravated Assault, 1 Poydras

On Sunday, June 20, 2010, at 5:51pm, the victim, 26 y/o W/M, was
inside of 1 Poydras when he became involved in a verbal altercation
with a co-worker. The suspect picked up a knife and tried to cut the
victim. The victim managed to get away from the suspect.

A warrant has been issued for the suspect, Henry Seaton, W/M,
1-12-78.

Thank you for your email and comments. The New Orleans Police
Department’s 8th District has for many years, and as recently as
within the last several weeks, received numerous complaints from
residents of the French Quarter noting that musical street performers
are violating existing ordinances. These complaints have also
resulted in repeated request for enforcement from the NOPD. Residents
of the French Quarter have also complained about the size of the
walking tours and the apparent disregard for Ordinances that define
the conditions of legal walking tours in the City of New Orleans.

As you may know, the Quality of Life Officer of the 8th District has
been distributing NOTICE of what the ordinances are as it relates to:
Sec. 30-1456. Use of Bourbon Street restricted. Sec. 66-205. Persons
playing musical instruments on public right-of-ways. Sec. 30-1489.
Walking tour guides rules and regulations. Sec. 30-1490.
Identification (tour guides).

Please know that there has been no enforcement action taken as a
result of these particular notices, and that the NOPD wants to ensure
that all persons are fully aware of the applicable existing
ordinances. Officers of the NOPD will continue to use discretion,
appropriate to the circumstances present, to enforce any Ordinances of
the City of New Orleans.

The NOPD has been approached repeatedly by residents who seek
enforcement of these statutes; likewise the NOPD recognizes the
concerns from your email and the uniqueness of the historic French
Quarter. In this regard, early and frequent notification of what the
ordinances are may help to alleviate the concerns of the residents of
this part of our community, as well as better inform those who
participate in activities that are prohibited or regulated by long-
standing city Ordinance(s).

We will continue to encourage all persons to respect the ordinances of
the City of New Orleans and the concerns of those who live and work in
the historic French Quarter.

Aggravated Battery, 400 block of Dauphine

On Tuesday, June 15, 2010, at 10:39am, the victim, 41 y/o W/M, was
inside of 439 Dauphine when he became involved in a verbal argument
with an unknown black male. The victim left the bar and was followed
by the suspect. The suspect then produced a box cutter and cut the
victim.

Responding Officers apprehended the suspect, Lionel Foster, B/M,
10-16-75. Additional information on this arrest and/or any subsequent

Comstat Meeting Location Change

The Eighth District Comstat meeting scheduled for Wednesday, June 16,
2010, at 1:00pm, at the Omni Royal Hotel has been moved. The meeting
will be held at the Royal Sonesta Hotel, 300 Bourbon, in the
Evangeline Room. Please use the Conti Street entrance. The time of
the meeting will remain at 1:00pm. As always, the media and the

Detectives have obtained video on the incident described below. The

On Saturday, May 8, 2010, at 2:43am, the victims, 2 W/Ms, were walking
near Dauphine & St Louis when they were approached by three unknown
black males. The suspects struck the victims from behind, knocking
them to the ground. The suspects then took one of the victim’s cell
phones from his pocket and then fled on foot on St Louis toward N
Rampart, then unknown.

The suspects are described as (1) a black male, 18-26, 5’05”, muscular
build, wearing a blue and white striped shirt, (2) a black male,
19-20, 5’10”, slim build, wearing khaki pants, and (3) a black male,
6’01”, slim build, wearing a blue baseball cap.

Detectives have obtained video on the incident described below. The

On Sunday, March 14, 2010, at 4:30pm, the victim, W/F, was getting
into her vehicle in the 200 block of La Salle when they were
approached by an unknown black male. The suspect produced a pistol
and demanded the victim drive to an ATM. The victim drove for several
blocks and then exited the vehicle and fled on foot. The suspect took
the vehicle and fled in an unknown direction. Responding officers
located the vehicle.

The suspect is described as a black male, 5’09”, thin build, 50’s,
wearing a white t shirt and blue jeans.

Purse Snatching, Bienville and Bourbon

On Saturday, June 12, 2010, at 4:20am, the victim, 47 y/o B/F, was
standing near the corner of Bienville and Bourbon when she was
approached by two unknown black males. One suspect grabbed the
victim’s purse from her grasp. Both suspects then fled on foot on
Bienville toward N Rampart.

Responding Officers apprehended the suspects, Brock Emilien, B/M,
10-19-88 and a juvenile B/M. Additional information on these arrests

Aggravated Assault, 927 Poeyfarre

On Sunday, June 13, 2010, at 6:20pm, the victim, 25 y/o B/F, was in
the lobby at 927 Poeyfarre when she became involved in a verbal
altercation with an unknown white male. The suspect produced a pistol
and threatened the victim. The victim left the scene and called her
father who arrived and confronted the suspect. The suspect then
threatened him with the pistol.

Responding Officers apprehended the suspect, Frank Ibieta, W/M,

On Tuesday, June 8, 2010, at 9:52am, the victim, 58 y/o W/M , was
walking in the 600 block of Dumaine when he was approached by two
unknown black males. One suspect attempted to grab the victim’s cell
phone from his hand, but the victim resisted. The suspects then fled
on foot on Dumaine toward Decatur, then unknown.

The suspects are described as (1) a black male, 20-25 y/o, 5’09”,
165lbs, medium complexion, wearing a white shirt, and (2) a black
male, 20-25 y/o, 5’09”, 165lbs, medium complexion, wearing a white
shirt and black pants.

Simple Robbery, 900 block of Conti

On Wednesday, June 9, 2010, at 2:10am, the victim, 32 y/o W/M, was
walking in the 900 block of Conti when he observed three unknown black
males and two unknown black females. The victim was approached by two
of the black males. One suspect held the victim while the other
suspect removed the victim’s property from his pockets. The suspects
then fled along with the other black male and two black females on
foot on Conti turning on Burgundy toward Canal, then unknown.

The suspects are described as (1) a black male, 17-25 y/o, 6’04”, thin
build, wearing a dark blue shirt and dark pants, and (2) a black male,
17-25 y/o, 6’00”, thin build, wearing a grey shirt and black pants,
(3) a black male, 6’04”, heavy set, wearing a white t-shirt, (4) a
black female, 5’04”, heavy set, wearing a red shirt, and (5) a black
female, 5’04”, heavy set, wearing a lime green shirt.

On Tuesday, June 8, 2010, at 12:52am, the victim, 26 y/o W/M, was
sitting near the corner of Loyola and Tulane when he was approached by
an unknown black male. The suspect produced what appeared to be a
pistol and demanded the victim’s laptop. The victim complied and the
suspect then on foot on Tulane toward S Claiborne, then unknown.

Responding Officers apprehended the suspect, Ben Fruge, B/M, 6-20-91.
Additional information on these arrests and/or any subsequent

The BB gun was recovered near the scene.

Attempted Armed Robbery (BB Gun), 900 block of Orleans

On Thursday, June 3, 2010, at 12:09am, the victim, W/M, was walking in
the 900 of Orleans when he was approached by five unknown black
males. One suspect produced what appeared to be a pistol and demanded
money. The victim observed the object to be a bb gun and snatched it
from the suspect. The suspects then fled on foot on Orleans, turning
on Burgundy toward Canal, then unknown.

The suspects are described as five black males, 16-18y/o, 5’08”,
145lbs, wearing dark clothing.

fill out a Hot Sheet. This form may be filled out anonymously. You
will not be contacted unless you wish to be. A copy of the Eighth

page. The page may be printed and mailed to the station or hand
delivered, or it may be downloaded and then emailed to Quality of Life

Purse Snatching, 100 block of S Peters

On Sunday, May 30, 2010, at 2:44am, the victim, W/F, was walking in
the 100 block of S Peters when she was approached by a two unknown
black males. One suspect grabbed the victim’s purse from her shoulder
and both suspects then fled on foot on S Peters, turning on Canal
toward N Rampart, then unknown.

The suspects are described as (1) a black male, 18-25y/o, 6’00”,
medium build, short dreads, wearing a white polo shirt with stripes
and (2) a black male.

Armed Robbery, Camp & Gravier

On Friday, May 28, 2010, at 3:00am, the victim, W/M, was walking near
Camp & Gravier when he was approached by an unknown Hispanic male and
an unknown black male. One suspect demanded the victim’s iPhone while
the second produced a knife. The victim resisted and the suspects
then fled on foot on Camp, turning on Canal toward N Rampart, then
unknown.

The suspects are described as (1) a Hispanic male, 5’08”, 170lbs,
wearing a brown uniform shirt and black pants, and (2) a black male.

New Orleans, LA. - Superintendent of Police Ronal W. Serpas would
like to invite all media, community leaders, and concerned citizens to
attend a presentation on how the New Orleans Police Department crime
statistics are compiled and reported to the Federal Bureau of
Investigations to become part of the Uniform Crime Report (UCR) Data.
The presentation will take place tomorrow followed by a question and
answer session. The event will take place tomorrow May 27, 2010, at
10:00 A.M., and will be held at Police Headquarters located at 715
South Broad Street, in the large conference room located on the 5th
floor.

Aggravated Battery, 600 block of Chartres

On Tuesday, May 25, 2010, at 11:55pm, the victim, W/M, was in the 600
block of Chartres when he became involved in a verbal altercation with
two unknown white males. The altercation turned physical and one of
the suspects struck the victim with a stick. Two passersby observed
the incident and tried to intervene and the suspects began to attack
them. The suspects then attempted to flee on foot.

Responding Officers apprehended the suspects, Jeffery Hopstetter, W/M,
8-10-87, and Terry Lopez, W/M, 2-19-87. Additional information on
these arrests and/or any subsequent prosecution can be obtained via
